HPRP

 
 
The Homeless Prevention and Rapid Rehousing Program ("HPRP") focuses on housing stabilization.  It provides temporary financial assistance and services to Nevada County families and individuals to help attain long-term housing even after the program's temporary financial assistance ends. 
 
The Nevada County HPRP grant is provided in partnership with the Salvation Army, the Nevada County Housing Development Corporation, Community Recovery Resource, the Domestic Violence and Sexual Assault Coalition, and Legal Services of Northern California.  In Truckee, we are working with all local nonprofits and Nevada County agencies, including Project Mana and Tahoe Women's Services.
 
There are two parts of the HPRP:  Homelessness Prevention and Rapid-Rehousing.  The eligibility criteria are different for each.  Please see below.
 
Homelessness Prvention Eligibility: 
  • Participants must be homeless or about to become homeless
  • Participants must have an income of 50% or less of Area Median Income
  • Participants must have no housing options and no financial resources or support network to obtain or remain in housing.
Rapid Re-Housing Eligibility:  Participants must be homess and meet one of the following criteria.
  • Sleeping in an emergency shelter
  • Sleeping in a place not meant for human habitation (like a car or camping out)
  • Staying in a hospital or institution for up to 180 days, but homeless just prior to entry
  • Exiting transitional housing
  • Victim of domestic violence.
Not all participants who meet the eligibilty criteria for either program can be accepted into the program.  Unfortunately, the HPRP has limited funds and can only help a small number of Nevada County households.
 
Procedures:  Schedule an appointment with the FRC of Truckee for an eligibility screening.  Please be prepared to fill out a number of forms, such as
  • Proof of income and fill out a form for verification of income
  • Disclosure current housing status
  • Authorization to disclose protected financial, utility, and rental information
  • Authorization to share information with partners in Homelessness Information Management System ("HMIS").
What type of financial assistance can HPRP provide?  Based on a case-by-case determination, we can provide:
  • Rental assistance -- partial payment of rent; not full payment
  • Security Deposits
  • Utility Deposits
  • Rental Arrears
  • Utility Payments and Arrears
Guidelines once in the HPRP
  • Applicants must meet regularly with a Family Advocate and cooperate with the case management plan
  • Applicants receiving rental assistance must have their rental home pass a test and lead-based inpsection
